Model Performance Standards

The 1995 NPDES permit required the Program to develop model performance standards for various storm water control measures and incorporate them into the Program's Urban Runoff Management Plan (URMP).  Model performance standards, which are defined as “the level of implementation necessary to demonstrate control of pollutants in storm water to the maximum extent practicable”, address Co-permittee activities and the implementation of Program elements. The Program's URMP contains the following model performance standards:  

Each Co-permittee has adopted model performances standards or tailored them to their local community characteristics and conditions, and included them in their local URMPs.  Co-permittee have been implementing performance standards since 1997.
